It would be very useful to add a test to ClimaComms that checks that:

MPI is working
CUDA is working
CUDA + MPI is working with 2 GPUs
CUDA + MPI is working with 2 GPUs and that communication is device-to-device when available
Parallel HDF5 is working
Parallel NetCDF is working
