Improve logging support #97

There are a few basic features we want:

Logging levels that determine what output is logged (debug, warn, info)
Logging each MPI process to a separate stream/file
Component/hierarchical logging
Flush output regularly

I believe this can all be done with the stdlib Logging.jl.
