Building site only is currently broken

Seems like when i switched over to using the pelican site generator I may have broken the functionality to build the site only without pulling in the (huge) docs archive

hi @MAVRICK-1 some time ago i replaced the ruby-based site generator with python-based pelican

previously we had a way to generate just the website - ie with no docs - the reason being that the docs archive is huge so if you are making small changes its a pita to pull in gigs of data when rebuilding

funnily enough i just implemented someting for this in the last couple of days while working on the site - ill tidy what i have up and push it tomorrow - theres some other related issues you might (also) want to look at
