In AWS, RHEL repo for Rserve is rhui-codeready-builder-for-rhel-8-rhui-rpms

This may be an aws issue.

@jmjamison can you try a subscription-manager repos --list ?

AWS doesn't give you subscription manager. Supposedly you can get all the libraries from aws and if not it's contact-tech-support
