Add support for the public deps.dev API

deps.dev just announced a public API (https://security.googleblog.com/2023/04/announcing-depsdev-api-critical.html).

Currently deps.dev data can only be incorporated using their BigQuery dataset. It would be nice if the same data could be gathered from the API as an alternative so GCP credentials weren't required for small uses.

@calebbrown We have implemented a prototype in our repository - HUSTSeclab/criticality_score. However, there is an issue as mentioned in google/deps.dev: #145. We cannot easily convert a git repo URL to the corresponding package name. The temporary solution is to take the repo name as package name to search in the deps.dev.
