change admin ui #8

tried to include the change_locale admin ui parts from globalize

admin.page.index.add :top, 'admin/shared/change_locale_admin'

does not alter the stylesheet or javascripts ui. but there is no openstruct for this. any plans on this?

admin.stylesheet.index.add :top, 'admin/shared/change_locale_admin'

and this leads to another question: looks like nobody else uses this mechanism in extensions?

definitely want to add this. I'll try to do this, but I'd happily apply a patch
