Adds configurable loan accrual frequency company-wide

The latest commit does the following:

  1. Adds a prefix of the company acronym to the "Cash" so that it becomes "Cash - _TC". This is the name the tests use.
  2. Fixes the is_posting_date_accrual_day() function with the correct weekday value so that all the tests pass.
