refactor(LinearAlgebra/Lagrange): Remove Lagrange namespace

This file originally had a separate namespace for Lagrange, and I didn't change this when I did my refactor back in 2022. On reflection I think it would be better to make this change: I just do not think this namespace is ever going to be used by anything else and it's an odd lacuna.

Moves:

• Lagrange.* -> Polynomial.*
• Lagrange.basis -> Polynomial.lagrangeBasis

• The relative value is the weighted sum of the differences with weight given by the inverse of the current value of the statistic.
• The absolute value is the relative value divided by the total sum of the inverses of the current values (i.e. the weighted average of the differences).
