The IntelliSense test-only-edg pipeline doesn't have clang-cl available since it's not used; there's no reason to spam the logs with warnings.

Windows Defender is pretty firmly convinced that std :: tests/Dev11_1086953_call_once_overhaul:39 is malware. There's no particular rush to merge this, so I suppose I'll revalidate in a couple of weeks and we'll decide how to move forward then.
