Moves Job scope to inner lambda

Description

As soon as this await ends (which could be from a cancellation signal), the IScoped variable would be disposed because it immediately goes out of scope:

Refactoring of job execution logic:

• src/Microsoft.Health.TaskManagement/JobHosting.cs: Moved the creation of IScoped<IJob> and the associated null check inside the cancellationSource lambda to ensure that the job is properly disposed of and logged if it is not supported.
