feat: Upgrade to Rust 1.83.0

Description

• fix needless_lifetimes excluding turborepo-lib as code generated by tonic-build are also lint so there is 50+ warnings :(
• option_get_or_insert_default is stable
• allow zombie_process once as it's buggy
• fmt and other fixes
